Fortified tiles are tiles which, when matched, are not destroyed but instead lose their fortification. They are indicated by a glowing outline around the tile.
The fortification effect is independent of team and character. They are not destroyed when the character that creates them is downed. The fortification effect is not considered a "special tile" per power descriptions.
